NSW Courts Private Capital as Rising Bond Yields Put Public Finances Under Focus

NSW Premier Chris Minns has used an investment summit to promote private capital, while Treasurer Daniel Mookhey highlights the growing importance of financial discipline

NSW Premier Chris Minns has opened an investment summit with a strong push to attract more private capital into the state, arguing that New South Wales needs to become one of the easiest and fastest places in Australia to do business. The comments come after Minns and NSW Treasurer Daniel Mookhey returned from an investment trip to India, where they focused on strengthening economic and investment links.

Minns said the NSW government wanted to position the state as a “common sense, fiscally responsible government” that welcomes private investment. He also warned that the state's economy could not continue to rely heavily on public spending and large infrastructure projects to drive growth.

Instead, the Premier encouraged business leaders attending the summit to provide their views on what NSW could do to attract more private capital and make the state a more appealing destination for investment.

Australia’s superannuation pool becomes part of the investment discussion

The role of Australia's enormous superannuation industry was also highlighted during a discussion between Treasurer Daniel Mookhey and outgoing Macquarie chief executive Shemara Wikramanayake.

Mookhey pointed to Australia's $4.8 trillion superannuation pool as a major source of financial strength and investment capital. Wikramanayake said the responsibility of superannuation trustees to act in members' best interests means they carefully consider where this capital should be allocated.

She also argued that Australia needs to think more carefully about how it can encourage a greater share of this capital to remain invested domestically, particularly to support the infrastructure the country will need in the future.

The discussion highlights the potential importance of Australia's retirement savings system as governments seek to attract private funding for major projects without relying entirely on public finances.

Rising bond yields add another layer of pressure

The state's financial position was also brought into focus through a discussion about the bond market. Wikramanayake described the recent rise in bond yields as more of a return towards historical norms following an extended period of exceptionally low interest rates.

For Treasurer Mookhey, however, the bond market remains a significant concern. He said it was one issue that “keeps me up at night”, reflecting the pressure that higher borrowing costs can place on government finances.

Mookhey also highlighted the fact that NSW's AAA credit rating had been reaffirmed by Fitch Ratings, presenting it as evidence of the state's financial strength. He subsequently contrasted NSW's position with Victoria's fiscal situation.

With governments facing higher financing costs and competing demands for infrastructure investment, NSW's focus on private capital could become increasingly important. The state's challenge will be to attract investment while maintaining fiscal discipline and ensuring that major projects remain commercially and economically viable.
